Distributed Solar Generation and Net Metering Stakeholder Group (Solar Stakeholder Group)
The Department of Mines, Minerals and Energy (DMME) and the Department of Environmental Quality (DEQ) were requested to jointly convene a stakeholder group to study the costs and benefits of distributed solar generation and net metering. Pursuant to Rule 20 (o) of the Rules of the Senate of Virginia, the Senate Committee on Rules sent a letter study request to DMME and DEQ for study, requesting a written report by November 1, 2014.
DMME and DEQ have been informally discussing solar issues with interested stakeholders since mid-2013. After receiving the letter study request, the agencies posted a public notice and convened a diverse and balanced stakeholder group made up of persons with technical and policy expertise regarding distributed solar development. The stakeholder group includes representatives from electric utilities, the solar industry, local governments, conservation groups, academic institutions, and the general public. Members selected for this group have been asked to work collaboratively and cooperatively to study the issues defined by letter study request, and to produce the requested report.
